Sulla Crimea abbiamo detto ripetute volte: è un "regalo" fatto dall'URSS all'Ucraina negli anni '50 in quanto nessuno poteva immaginare che poi l'Unione Sovietica si sarebbe dissolta, dunque era come spostare un tavolo da una stanza all'altra della stessa casa, nelle intenzioni del dirigenti sovietici. E' russa, è sempre stata russa, tutto il mondo sa che la Crimea è una regione russa.

Per quanto riguarda il Donbass trattasi di regione di confine, quelle zone dove convivono diverse lingue, etnie, culture. Un referendum sarebbe una soluzione...o altrimenti uno statuto autonomo, come ce ne sono tanti in tutte le nazioni che hanno a che fare con regioni di confine storicamente difficili, Italia compresa col Trentino.

Quest'apertura da parte di Boris Johnson, ricordiamo gli inglesi hanno seguito una politica durissima e di disprezzo nei confronti dei russi, è significativa...sempre se non rettifica tra 2 minuti.

Ma l'ex premier britannico (che era premier già a guerra in corso, non 10 anni fa), è stato molto duro e critico nei confronti dei russi. Ancora peggio degli USA.

Quindi questa svolta o serve per riproporsi in vesti nuove approfittando del malcontento dovuto anche alle conseguenze di questa guerra...O per altri interessi personali...ma resta il fatto che questa è un'uscita inimmaginabile fino a pochi mesi fa.

Pacifist Japan unveils biggest military build-up since World War Two

TOKYO, Dec 16 (Reuters) - Japan on Friday unveiled its biggest military build-up since World War Two with a $320 billion plan that will buy missiles capable of striking China and ready it for sustained conflict, as regional tensions and Russia's Ukraine invasion stoke war fears.

The sweeping, five-year plan, once unthinkable in pacifist Japan, will make the country the world's third-biggest military spender after the United States and China, based on current budgets.

Prime Minister Fumio Kishida, who described Japan and its people as being at a "turning point in history", said the ramp-up was "my answer to the various security challenges that we face".

His government worries that Russia has set a precedent that will encourage China to attack Taiwan, threatening nearby Japanese islands, disrupting supplies of advanced semiconductors and putting a potential stranglehold on sea lanes that supply Middle East oil.

"This is setting a new heading for Japan. If appropriately executed, the Self-Defense Forces will be a real, world-class effective force," said Yoji Koda, a former Maritime Self Defense Force admiral, who commanded the Japanese fleet in 2008.

The government said it would also stockpile spare parts and other munitions, expand transport capacity and develop cyber warfare capabilities. In its postwar, American-authored constitution, Japan gave up the right to wage war and means to do so.

"Russia's invasion of Ukraine is a serious violation of laws that forbid the use of force and has shaken the foundations of the international order," the strategy paper said.

"The strategic challenge posed by China is the biggest Japan has ever faced," it added, also noting that Beijing had not ruled out using force to bring Taiwan under its control.

A separate national security strategy document that pointed to China, Russia and North Korea, promised close cooperation with the United States and other like-minded nations to deter threats to the established international order.

"The Prime Minister is making a clear, unambiguous strategic statement about Japan’s role as a security provider in the Indo-Pacific," U.S. Ambassador to Japan Rahm Emanuel said in a statement. "He has put a capital “D” next to Japan’s deterrence," he added.

Meeting Japan-Taiwan Exchange Association Chairman Mitsuo Ohashi in Taipei on Friday, Taiwan President Tsai Ing-wen said she expected greater defence cooperation with Japan.

"We look forward to Taiwan and Japan continuing to create new cooperation achievements in various fields such as national defence and security, the economy, trade, and industrial transformation,” the presidential office cited Tsai as saying.

China accused Japan of making false claims about China's military activities in the new security strategy, according to a statement from its embassy in Japan.

"The Ukraine war has shown us the necessity of being able to sustain a fight, and that is something Japan has not so far been prepared for," said Toshimichi Nagaiwa, a retired Air Self-Defense Force general. "Japan is making a late start, it is like we are 200 metres behind in a 400-metre sprint," he added.

China defence spending overtook Japan's at the turn of the century, and now has a military budget more than four times larger. Too few munitions and a lack of spare parts that ground planes and put other military equipment out of action are the most immediate problems for Japan to tackle, military sources have told Reuters.

Kishida's plan will double defence outlays to about 2% of gross domestic product over five years, blowing past a self-imposed 1% spending limit that has been in place since 1976.

It will increase the defence ministry's budget to around a tenth of all public spending at current levels, and will make Japan the world's third-biggest military spender after the United States and China, based on current budgets.

That splurge will provide work to Japanese military equipment makers such as Mitsubishi Heavy Industries (MHI) , which is expected to lead development of three of the longer-range missiles that will be part of Japan's new missile force.

MHI will also build Japan's next jet fighter alongside BAE Systems PLC and Leonardo SPA in a joint project between Japan, Britain and Italy announced last week.

Tokyo allocated $5.6 billion for that in the five-year defence programme.

Foreign companies will also benefit. Japan says it wants ship-launched U.S. Tomahawk cruise missiles made by Raytheon Technologies to be part of its new deterrent force.

Other items on Japan's military shopping list over the next five years include interceptor missiles for ballistic missile defence, attack and reconnaissance drones, satellite communications equipment, Lockheed Martin F-35 stealth fighters, helicopters, submarines, warships and heavy-lift transport jets.


To pay for that equipment, Kishida's ruling bloc earlier on Friday said it would raise tobacco, corporate and disaster-reconstruction income taxes. But, with opposition to tax hikes within his ruling Liberal Democratic party still strong, the Japanese leader has yet to say when he will implement those higher rates.

WASHINGTON, Dec 15 (Reuters) - The U.S. Senate passed legislation on Thursday authorizing a record $858 billion in annual defense spending, $45 billion more than proposed by President Joe Biden, and rescinding the military's COVID vaccine mandate.

Senators supported the National Defense Authorization Act, or NDAA, an annual must-pass bill setting policy for the Pentagon, by an overwhelming 83-11 bipartisan majority.

The no votes came from a mix of liberals who object to the ever-rising military budget and fiscal conservatives who want tighter controls on spending.

With the House of Representatives having passed the measure last week, the NDAA next heads to the White House, where Biden is expected to quickly sign it into law.

The fiscal 2023 NDAA authorizes $858 billion in military spending and includes a 4.6% pay increase for the troops, funding for purchases of weapons, ships and aircraft, and support for Taiwan as it faces aggression from China and for Ukraine as it fights an invasion by Russia.

The vote meant Congress has passed the NDAA every year since 1961.

"This is the most important bill we do every year," said Senator James Inhofe, the top Republican on the Senate Armed Services Committee, in a statement. This year's NDAA is named for Inhofe, who is retiring from the Senate.

AID FOR TAIWAN, UKRAINE AND JUDGES
Because it is one of the few major bills that always passes, lawmakers use the NDAA as a vehicle for a range of initiatives.

This year's measure, which came after months of negotiations between Democrats and Republicans in the House and Senate, includes the State Department authorization and legislation that would allow U.S. Supreme Court justices and federal judges to shield their personal information from being viewed online.

The fiscal 2023 NDAA includes a provision demanded by many Republicans - and opposed by many Democrats - requiring the secretary of defense to rescind a mandate requiring that members of the armed forces be vaccinated against COVID-19.

A bid to amend the bill to award back pay and reinstate troops who refused the vaccine failed.

The bill provides Ukraine at least $800 million in additional security assistance next year and includes a range of provisions to strengthen Taiwan amid tensions with China, including billions of dollars in security assistance and fast-tracked weapons procurement for Taiwan.

Taiwan's defense ministry expressed its gratitude for the support, saying the planned measures will help the island's military preparedness and "ensure the freedom, openness, peace and stability of the Indo-Pacific region."
The bill also authorizes more funds to develop hypersonic weapons, close the Red Hill Bulk Fuel Storage Facility in Hawaii and purchase weapons systems including Lockheed Martin Corp's F-35 fighter jets and ships made by General Dynamics .

The NDAA is not the final word on spending. Authorization bills create programs, but Congress must pass appropriations bills to give the government legal authority to spend federal money.

A bill to fund the government through Sept. 30, 2023, - the end of the fiscal year - is expected to pass Congress next week.
